HHS/CMS Web Platform Modernization
Challenge
A federal health-information platform has to support public communication, complex editorial workflows, accessibility obligations, and reliable frontend delivery at the same time. Modernization cannot stop at a CMS migration; it has to improve how operators publish and how the public receives the information.
Contribution
Wilkes & Liberty's principal engineer contributed to modernization work for an HHS/CMS web platform built on a headless Drupal architecture. The contribution spanned editorial workflow and frontend performance—joining the content system to the public delivery experience instead of treating them as separate projects.
This work informs our forward-deployed practice today: understand the publishing operation, shape the content model and workflow around the people accountable for it, and engineer the delivery path so the frontend remains fast and maintainable.
Evidence boundary
This case study attributes a principal-engineer contribution, not sole delivery of the program. We do not publish traffic volume, performance gains, launch timing, accessibility audit results, contract role, hosting architecture, or agency-wide adoption claims without supporting records.
