PandemicOversight.gov - Federal Oversight Platform

Challenge

The federal government's response to the COVID-19 pandemic involved the allocation and disbursement of relief funds at a scale with few historical precedents. Public accountability for that spending required infrastructure: a platform where the public, journalists, oversight bodies, and legislators could access accurate, current information about how federal pandemic relief money was being spent and by whom.

The requirements for that platform were acute and compressed simultaneously. A pandemic is an active emergency — the window for standing up accountability infrastructure is measured in weeks, not quarters. The platform needed to serve high public traffic under the conditions of peak public interest in federal pandemic response. It needed to present complex financial oversight data clearly and accessibly to a general public audience, not a specialist one. It needed to meet federal web standards: Section 508 accessibility compliance, plain-language content requirements, and the security posture appropriate to a high-visibility federal property. And it needed to be maintainable by editorial staff who would be publishing oversight findings on an ongoing basis throughout the life of the emergency programs.

Solution

Wilkes & Liberty's principal engineer contributed to the platform engineering and content infrastructure for pandemicoversight.gov, the public-facing federal website operated under the Pandemic Response Accountability Committee (PRAC). The platform was built on Drupal, providing the editorial workflow infrastructure and content management capabilities required for an oversight publishing operation. The architecture prioritized rapid deployment given pandemic response timelines, accessible presentation of oversight data for public audiences, and the Section 508 compliance required for federal public-facing properties.
